Shengzhou Fuxi Water Plant Expansion Project
Successful completion and water supply
As the core project of the Shengzhou Rural Drinking Water Safety Improvement Project, Fuxi Water Plant was upgraded from a standby plant to a main water supply plant. The service area covers Chongren Township, Shi Juan Township and Lushan Street and other surrounding areas, benefiting a population of about 92,500 people. The completion of the project not only significantly enhance the remote township centralised water supply coverage, but also through the innovative application of ceramic membrane ultrafiltration technology, to achieve a double breakthrough in water quality protection and energy saving and consumption reduction, for the rural homogeneous drinking water project in Zhejiang Province has set a model.
Shengzhou City is located in hilly area, water resources are scattered, and the original water supply system has problems such as outdated facilities and sloppy management, which restricts the integrated development of urban and rural areas. The expansion project of the Fuxi water plant responded positively to the national strategy of ‘the same quality of drinking water for urban and rural residents’. By integrating small-scale water plants and expanding the water supply network, the pain points of insufficient regional water supply capacity and water quality hazards have been completely resolved. After the completion of the project, the scale of daily water supply has been increased from 15,000 tonnes to meet the future expansion demand, ensuring that remote villages and urban residents enjoy the same safe drinking water, and strongly supporting the construction of beautiful villages and the new urbanisation process in Shengzhou City.

The project adopts the Floatation and Sinking Tank + Ceramic Membrane Ultrafiltration technology process.Tianjian water ceramic membrane in all kinds of extreme working conditions and sudden changes in water quality in the practical application, fully proved to be effective in dealing with fluctuations in the quality of raw water, even in the sudden contamination or rainy season turbidity rise, the turbidity of the water is still less than 0.05NTU, the stable output of high-quality water in line with the ‘drinking water sanitation standards’. On the basis of the experience of Yiwu No.3 Water Treatment Plant Ceramic Membrane Reconstruction and Expansion Project, Fuxi Project, through the clever use of the residual pressure of raw water. When the water quality is good, it can go beyond the air flotation tank directly into the ceramic membrane treatment, and with the residual pressure transmission and distribution to the pipeline network, eliminating the booster pump and water pump link, greatly reducing the comprehensive energy consumption.

This project is an important step of ‘Dynamic Wealth Enhancement’, which extends the coverage of homogeneous drinking water through unified management at the county level, and provides replicable Shengzhou experience for the province's rural water supply standardisation and upgrading work. The successful application of ceramic membrane technology not only enhances the safety of water supply, but also explores a green and low-carbon water treatment path, providing a technical model for distributed water supply in hilly areas and a valuable reference for similar areas in the country.
