Recently, a delegation of seven people led by Mai Jie, Deputy General Manager of Jiaozuo Water Supply Company in Henan, visited Changyuan City to inspect the key project of the Urban-Rural Water Supply Integration Project (Phase I) — the Second Water Plant of Changyuan City. This project is primarily designed, constructed, and assisted in operation by Zhejiang Tianxingjian Water Co., Ltd. The inspection team highly praised the project's optimized design concept, advanced technological processes, and high-quality safe water supply, believing that the project serves as a model in promoting urban-rural water supply integration and enhancing regional water supply security.



Integrated Urban and Rural Water Supply: An Inevitable Choice to Overcome Development Bottlenecks
Before the project was implemented, Changyuan City had only one primary water plant, which sourced water from the Yellow River and had a designed daily supply capacity of 60,000 cubic meters. With the concentration of population in the urban area and rapid economic development, problems such as a single water source, insufficient water supply capacity, and incomplete pipeline coverage have become increasingly prominent. The urban water supply security is low, and some areas experience inadequate water pressure, restricting urban development and the improvement of residents' quality of life.


Facing the challenges of water scarcity and a single water supply structure, Changyuan City is actively promoting the integration of urban and rural water supply. Relying on the Middle Route of the South-to-North Water Diversion Project, the city plans to build a second water plant to create a 'dual water source, dual water plant' supply pattern, fundamentally improving water supply security and water quality safety levels.
Second Water Plant: Water Service Robots Tackling Complex Water Quality ChallengesThe total capacity of Changyuan City Second Water Plant is 110,000 cubic meters per day, constructed in two phases, with the first phase having a capacity of 55,000 cubic meters per day. The project includes the water treatment plant and supporting pipeline network, covering multiple process units such as the screening room, pre-oxidation tank, flocculation and sedimentation tank, V-type filter, ozone activated carbon advanced treatment, with a total water distribution network length of 60.137 kilometers.

It is worth noting that the water source of this plant is the South-to-North Water Diversion Project, and the water quality exhibits significant seasonal variations: the pH value tends to be high, algae are more abundant in summer, and there is low temperature and low turbidity in winter. To address these challenges, Zhejiang Tianxingjian Water Co., Ltd., leveraging its expertise in water treatment, has provided a systematic solution to cope with the complex seasonal water quality variations of the South-to-North Water Diversion Project, becoming an important technical engine for the smooth progress of the project.
Addressing high pH issuesRegulation by CO2 dosing system;
Dealing with algae problemsEquipped with ozone and potassium permanganate pre-oxidation and activated carbon adsorption processes;
For low-temperature, low-turbidity water qualityAdding PAM (polyacrylamide) to enhance the flocculation effect.
These technical measures effectively ensure the stable and compliant quality of the water, and even in 2025, when multiple water plants along the South-to-North Water Diversion route were temporarily shut down due to algal blooms, they still guaranteed safe and high-quality water supply, reflecting the project's foresight and specificity in process design.
Zhejiang Tianxingjian Water Co., Ltd. has significantly enhanced the water plant's ability to cope with water quality fluctuations through process adaptation and technological innovation, ensuring the long-term stability and safety of the water supply quality, and providing solid technical support for the transformation of Changyuan City's water supply system from 'being able to supply' to 'supplying well' for healthy water provision.
Outlook: Water Supply Upgrades Boost Coordinated Urban and Rural DevelopmentThis project aligns with the overall deployment of the "14th Five-Year Plan for Water Security and Water Ecological Environment Protection in Henan Province" and is an important measure for Changyuan City to implement the "Four-Water Governance" strategy and build a modern water network of "three horizontals, one vertical, and four zones." Once completed, the project will effectively integrate the water sources from the South-to-North Water Diversion Project with local water resources, gradually replace irregularly exploited private wells, unify the water quality and management system for supply, and enhance the urban and rural water supply's risk-resilience.

The Urban-Rural Integrated Water Supply Project (Phase I) in Changyuan City is not only an expansion of infrastructure but also a systematic reconstruction of the water resource management system. Once completed, the project will significantly improve the water supply coverage and pressure stability in the central urban area and surrounding regions, providing strong support for sustainable urban development and rural revitalization, as well as serving as a reference model for the construction and operation of water supply projects in similar areas.
